Fortunately for us - the web is full of amazing free software programs. Free photo editing programs are no exception and there are a few that I will recommend.
Each free photo editing program has its pros and cons and a specific task that fits best. You can try these programs out and see what you like best. All these programs can be a great help in building a digital photo web or just for various other photo editing tasks you may need.
Free Photo Editing Programs:
GIMP

GIMP is an acronym for GNU Image Manipulation Program. It is a free photo editing program. You can use it for photo retouching, image composition and image authoring. It can be used as a simple paint program, an expert quality photo retouching program, an online batch processing system, a mass production image renderer, an image format converter, etc. GIMP is expandable and extensible. It is designed to be augmented with plug-ins and extensions to do just about anything. The advanced scripting interface allows everything from the simplest task to the most complex image manipulation procedures to be easily scripted.
You will find the GIMP user interface is the same across all platform and that the Unix is the primary one. So if you are used to working with Unix machines and need advanced scripting and extension options, GIMP should fit nicely.
Picasa

"Find, organize and share your photos."
Picasa is a free photo editing software from Google that helps you locate and organize all the photos on your computer. You can make simple edits and even add effects to your photos with a few simple clicks. In addition you can share your photos with others through email, prints and on the web.
In using Picasa I find it is more geared towards organizing than editing. For simple edits it may be all you need.
Photoscape

The Photoscape editor is full featured with: resizing, brightness and color adjustment, white balance, backlight correction, frames, balloons, mosaic mode, adding text, drawing pictures, cropping, filters, red eye removal and even blooming. Photoscape has a batch editor to allow changes to be made to many photos at the same time. You can of course combine two or more photos and even make a nice animated GIF using a set of photos. Other features include a possibility to change a RAW format file to a JPG. Useful for the more professional photographer.
Paint.NET

Paint.NET is free image and photo editing software for computers that run Windows. It features an intuitive and innovative user interface with support for layers, unlimited undo, special effects, and a wide variety of useful and powerful tools. An active and growing online community provides friendly help, tutorials, and plugins.
PC World nominated Paint.NET as one of the top 100 best programs of the year 2007.
This is the free photo editing program I use most and highly recommend!
